How to Send Bulk WhatsApp Messages Without Getting Banned
The safe way to send bulk WhatsApp messages to thousands of customers: why bulk senders get numbers banned, a step-by-step guide, daily limits and real costs.
Short answer: to send bulk WhatsApp messages safely, use the official WhatsApp Business API, write your message as a template and get it approved by Meta, and send it only to people who agreed to hear from you. Each person receives a private one-to-one message, not a group chat. Avoid "bulk WhatsApp sender" software that runs the normal WhatsApp app from your computer — it breaks WhatsApp's terms and gets numbers banned.
Below: the three ways to send bulk messages, a step-by-step guide, how many you can send a day, what it costs, and how to keep your number safe.
Three ways to send bulk WhatsApp messages
| Business app broadcast list | Unofficial bulk-sender software | Official WhatsApp Business API | |
|---|---|---|---|
| How many at once | 256 per list | Thousands — until the number is banned | From 250 a day for a new number, growing to unlimited |
| Who receives it | Only people who saved your number | Anyone, which is why numbers get reported | Anyone who opted in, saved number or not |
| Allowed by WhatsApp | Yes | No | Yes |
| Personalised | No | Sometimes | Yes — name, order number, any detail |
| Delivery and read reports | Basic | Unreliable | Per message: sent, delivered, read, failed |
| Risk to your number | Low | Very high | Low, if you follow the rules |
The app's broadcast list is fine for a small shop with a few hundred regulars who have saved the number.
Unofficial bulk senders — often sold as Chrome extensions or "WhatsApp marketing software" that asks you to scan a QR code — automate the normal WhatsApp app. WhatsApp detects this and bans numbers, sometimes permanently. Your customer list also passes through software you know nothing about.
The official API is what serious senders use. It's the only way to message thousands of people safely, and the only way to reach customers who haven't saved your number.
Before you start
You need:
- The WhatsApp Business API connected to your number. How to get it — it takes about 15 minutes.
- A list of people who opted in. Meta requires it, and it's what keeps your number safe.
- An approved template. Outside the 24-hour window after a customer's last message, bulk messages must use a template.
- A payment method on your WhatsApp Business Account, because Meta charges per delivered message.
How to send bulk WhatsApp messages, step by step
These steps use MotherBot, but the process is similar on any API platform.
1. Import your contacts
Upload a CSV or Excel file with a phone column, or bring contacts in from Google Sheets. On the mapping screen, check which column becomes which contact detail. If a contact already exists, it's updated rather than duplicated. Add a tag to the whole import — for example, diwali-2026 — so you can find these people later.
2. Choose who gets it
Send to everyone, to a tag, or to a saved segment — "bought in the last 90 days", "lives in Pune", "asked for new arrivals". Smaller, relevant groups get better results and fewer blocks than your whole list.
3. Create a template
Write the message, add blanks for anything that changes per person (like {{1}} for the name), pick the category — marketing, utility or authentication — and submit it. Meta often approves within minutes. Add a header picture or video for products, and a button for the action you want. If Meta says no, here's how to fix a rejected template.
4. Create the broadcast
Open Broadcasts → New Broadcast. Pick your WhatsApp number and the approved template. A live preview shows exactly what customers will see.
5. Personalise it
Fill each blank either with the same text for everyone (a discount code, an event date) or from each contact's details (their name, city or any custom detail). Upload the header picture, video or document if the template has one. The preview updates as you go.
6. Send now or schedule it
Send immediately, or pick a date and time and the broadcast starts on its own. You can also set the sending speed — slower is gentler on a new number.
7. Watch it go
The broadcast page updates live: sent, delivered, read and failed. The message log shows each person's status and the reason for any failure. You can pause a running broadcast and resume it later from where it stopped.
8. Retry the failures, follow up the quiet ones
When a broadcast finishes, you can retry only the messages that failed — for example, because of a brief network problem. People who already received it aren't messaged again. You can also send a follow-up broadcast to just the people who didn't read it, or didn't reply — usually far cheaper than sending to everyone again.
9. Answer the replies
Replies arrive in your inbox like any other chat. Set up a chatbot for common questions before you send, so customers get an answer straight away.
How many bulk messages can I send a day?
Meta limits how many different customers you can start conversations with in 24 hours. It counts people, not messages, and replies to customers who messaged you don't count at all.
| Level | Different customers per 24 hours |
|---|---|
| New number | 250 |
| After business verification | 2,000 |
| Next | 10,000 |
| Next | 100,000 |
| Top | Unlimited |
Meta moves you up automatically when your quality rating is high and you've used at least half your current limit in the last seven days. How messaging limits work.
If a broadcast is bigger than your limit, plan to send it over several days, or start with your most engaged customers.
What bulk WhatsApp messages cost
Meta charges for each message that's delivered. Messages that fail are free. As of October 2026 in India:
- Marketing: about ₹0.86 per message. 1,000 messages ≈ ₹860.
- Utility (order updates, reminders): ₹0.115 per message. 1,000 messages = ₹115.
- Replies inside the 24-hour window: the first 1,000 a month on each number are free, then ₹0.115 each.
Meta bills these directly to your own WhatsApp Business Account. MotherBot adds no markup. See the WhatsApp pricing calculator for your own numbers.
How to avoid getting your number banned or blocked
- Use only the official API. No QR-code bulk senders, ever.
- Send only to people who opted in. Never buy or scrape numbers.
- Make stopping easy. Add "Reply STOP to stop offers". MotherBot opts out anyone who sends STOP and leaves them out of every future broadcast automatically.
- Segment. Relevant messages don't get blocked.
- Warm up a new number. Start with a few hundred engaged customers and build up, rather than sending 10,000 messages on day one.
- Don't send too often. One or two marketing messages a week is plenty for most lists.
- Watch your quality rating. If it turns yellow, stop marketing until it recovers.
Safety nets that help
On MotherBot:
- Opted-out and blocked contacts are always excluded, whichever audience you pick.
- A monthly budget with alerts, and an optional hard stop that halts bulk sending once you reach it.
- Approvals: hold big or expensive sends until a manager signs them off.
- Number Health Guardian (on plans that include it): a daily cap tied to your Meta limit, paced sending, alerts when your quality changes, and an automatic pause when a number is in trouble.
Sending from Excel, Google Sheets or your own software
You don't have to use the dashboard. You can send WhatsApp messages from Excel and Google Sheets with our add-ins, or send from your own system with the REST API — up to 100,000 recipients in one request, with duplicates removed automatically. See the broadcasts docs.
Frequently asked questions
Can I send bulk WhatsApp messages for free?
The software can be free — MotherBot has a free-forever plan — but the messages themselves are not. Meta charges for each delivered marketing message (about ₹0.86 in India) and each utility message (₹0.115). The WhatsApp Business app's broadcast lists are free but limited to 256 people who saved your number. Free WhatsApp tools compared.
Will my number get banned for sending bulk messages?
Not if you use the official WhatsApp Business API and send only to people who opted in. Numbers get banned for using unofficial bulk-sender software, or for messaging people who didn't ask and then block or report the business.
How many WhatsApp messages can I send at once?
On the official API there's no limit per broadcast, but Meta limits how many different customers you can start conversations with each day. A new number starts at 250 a day and can grow to 2,000, 10,000, 100,000 and unlimited.
Can I send bulk messages to people who haven't saved my number?
Yes, with the WhatsApp Business API, as long as they agreed to hear from you. The WhatsApp Business app's broadcast lists only reach people who saved your number.
Can I personalise bulk WhatsApp messages?
Yes. Templates can include blanks that are filled in for each person — their name, order number, city or any detail you store on the contact — plus a personal picture, document or link.
Can I schedule bulk WhatsApp messages?
Yes. Pick a date and time and the broadcast starts on its own. How to schedule WhatsApp messages.
Why do some bulk messages fail?
Common reasons: the number isn't on WhatsApp, the customer blocked you, you've reached your daily limit, or there's no payment method on your WhatsApp Business Account. Failed messages aren't charged, and you can retry them once the cause is fixed.
