Why Your WhatsApp Template Was Rejected (and How to Get It Approved)

The nine reasons Meta rejects message templates, how to fix each one, what to do after a rejection, and why an approved template can still be paused or disabled.

You wrote a message template, submitted it, and Meta sent back one word: Rejected. No explanation you can act on, no hint about which line caused it, and a campaign that was supposed to go out this morning.

This guide explains why templates get rejected, how to fix the most common causes, and how to keep an approved template from being paused later.

First: read the rejection reason

Meta returns a rejection reason with the status, and it is more specific than the word "rejected" suggests. Common values are INVALID_FORMAT, INCORRECT_CATEGORY, SCAM, ABUSIVE_CONTENT and TAG_CONTENT_MISMATCH. Whatever platform you use should show it; in MotherBot it appears on the template itself when the status syncs back from Meta.

The reason narrows the problem immediately. INCORRECT_CATEGORY is a one-click fix. SCAM means rewriting the message.

The nine most common reasons for rejection

1. The category doesn't match the content

This is the most common rejection of all. A template submitted as utility that promotes something is rejected or silently recategorised as marketing, which also costs more to send.

  • Utility is about something the customer already did: an order, a booking, a payment, an account.
  • Marketing is anything that promotes, offers, upsells, re-engages or wishes someone a happy festival.
  • Authentication is only for one-time passcodes and login verification.

A single promotional line turns a utility template into a marketing one. "Your order #{{1}} has shipped. Use SAVE20 for 20% off your next order!" is marketing, and submitting it as utility gets it rejected.

2. Variable formatting mistakes

The rules are strict and unforgiving:

  • Positional variables must run in order from {{1}}, with no gaps. Jumping from {{1}} to {{3}} fails.
  • Named variables must be lowercase with underscores, like {{first_name}}.
  • Don't put a variable at the very start or the very end of the message body, and don't place two side by side. A body that is nothing but variables gets rejected, because reviewers can't tell what it will say.
  • Every variable needs a sample value when you submit. Missing samples are an instant rejection.

Rejected: {{1}}, your order is on the way. {{2}}

Approved: Hi {{1}}, your order #{{2}} is on the way and should arrive by {{3}}.

3. It reads like a scam

Templates rejected as SCAM usually promise money, prizes, guaranteed returns or urgent account action. Anything that reads like "Congratulations! You've won โ‚น10,000. Click now to claim before it expires." will be rejected, even when it's genuine. Rewrite it so a stranger can tell what the message is for and who it's from.

4. Asking for sensitive information

Never ask for passwords, full card numbers, OTPs, bank details or identity document numbers in a template. Ask the customer to complete the action on a secure page instead.

5. Placeholder text left in

Hi {{1}}, your [PRODUCT] order from [COMPANY NAME] is ready. Square brackets, "Lorem ipsum" and "test test" all get rejected. Reviewers read exactly what you submit.

6. Broken or mismatched buttons

A URL button must point at a working, public page that matches the message. A link to a login-only page, a broken link or a URL unrelated to the content gets rejected. Dynamic URL buttons still need a sample that resolves.

7. Abusive, threatening or prohibited content

Threatening wording (common in collections and recovery messages), anything discriminatory, and any product WhatsApp prohibits โ€” alcohol, tobacco, weapons, drugs, adult content, gambling, unapproved supplements โ€” is rejected. Debt collection is allowed, but the tone must be factual, never threatening.

8. Duplicate templates

A template that duplicates one you already have, or differs only in punctuation, gets rejected. Use variables instead of near-identical copies.

9. Formatting and length problems

Body text is limited to 1,024 characters, and header and footer text to 60. Templates rely on WhatsApp's own light formatting; HTML, emoji-only content and heavy special characters all cause rejections. Template names must be lowercase letters, numbers and underscores.

After a rejection: edit, or appeal

A rejected template can't be sent, but you have two routes:

  • Edit and resubmit. Fix the cause and submit again. Most reviews finish within minutes, though Meta allows up to 24 hours.
  • Request a review. If you believe the category decision was wrong, request a review in WhatsApp Manager under Message Templates. This applies to a utility or marketing template that was rejected, and to a marketing template that was approved when you believe it should be utility.

Don't resubmit the same text unchanged. It will be rejected again and repeated rejections don't help your account's standing.

Approved isn't forever: pausing and disabling

Approval is not the end. Meta tracks each template's own quality using customer feedback and read rates:

When a template hits low quality, the sequence is fixed:

  1. First time: paused for 3 hours.
  2. Second time: paused for 6 hours.
  3. Third time: disabled permanently.

A paused template can't be sent, and a disabled one can't be recovered. The fix is upstream: send to people who want the message, and stop sending a template that is being blocked or ignored.

A checklist before you submit

  1. Is the category right? Does a single promotional word appear in a utility template?
  2. Do the variables run {{1}}, {{2}}, {{3}} in order, with real sample values?
  3. Does the body avoid starting or ending with a variable?
  4. Would a stranger understand who this is from and why they got it?
  5. Are all placeholders replaced with real wording?
  6. Does every button URL open a working, relevant public page?
  7. Are you asking for anything sensitive? Remove it.
  8. Is the body under 1,024 characters, headers and footers under 60?
  9. Do you already have a template that says nearly the same thing?
