WhatsApp Quality Rating Dropped? Messaging Limits Explained

One morning your broadcast stops going out. The dashboard says you've hit your messaging limit, or the number's quality rating has turned yellow. Nobody changed anything, and now the campaign is stuck.

This is the failure mode that costs businesses the most on WhatsApp, and it builds up quietly over days. Here's how quality ratings and messaging limits actually work, what pushes them down, and how to recover.

Two different numbers, often confused

  • Quality rating is Meta's judgement of how customers react to your messages: green (high), yellow (medium) or red (low). It is driven by customer feedback โ€” people blocking you or tapping "report" โ€” and by whether your messages get read.
  • Messaging limit is how many unique customers you can message outside the 24-hour customer service window in a rolling 24-hour period.

Two things matter about how this is counted. It counts unique recipients, not messages, so five messages to one customer count once. And it only counts messages sent outside the customer service window, so replying to people who messaged you doesn't consume the limit at all.

How to move up a tier

To reach 2,000 you do one of:

  • verify your business,
  • have your provider verify it, or
  • deliver 2,000 messages outside customer service windows to unique numbers within a 30-day period, using templates with a high quality rating.

Above that, Meta scales you automatically when two conditions hold: your messages are high quality across all your numbers and templates, and you've used at least half your current limit in the last 7 days. When both are true, the limit rises one level within about 6 hours.

That second condition surprises people. A business sitting at 10,000 and sending 2,000 a day will never be promoted, no matter how good its quality is. Tiers reward consistent, healthy usage.

How you get downgraded

If a number's quality rating stays flagged for 7 days, the messaging limit drops one level immediately. Keep going and restrictions escalate: blocks on sending that run from 1 to 30 days, and in the worst case an account lock that can only be lifted by appeal, through Business Support Home.

What actually drops a quality rating

In order of how much damage they do:

  1. Messaging people who never opted in. Bought lists and scraped numbers are the single biggest cause. Recipients block immediately, and blocks are the strongest negative signal there is.
  2. Sending marketing too often. Three promotions a week to the same list trains people to block you.
  3. Irrelevant messages. A Delhi-only offer sent to your whole national list gets blocked by everyone outside Delhi.
  4. No easy way to stop. If opting out is hard, people block instead โ€” which hurts far more than an opt-out.
  5. Sending everything at once. A sudden burst from a number with no sending history looks like spam.
  6. Messages nobody reads. Low read rates count against a template even when nobody complains.

How to recover a yellow or red number

  1. Stop all marketing immediately. Don't send another promotion until the rating recovers. Utility messages people expect are fine.
  2. Find the template that caused it. One badly targeted template usually does the damage. Check per-template quality and stop the worst one.
  3. Clean the list. Remove anyone who never opted in, plus anyone who hasn't engaged in months.
  4. Keep serving customers. Replies inside the 24-hour window are free, don't touch your limit, and positive engagement helps the number recover.
  5. Wait it out. Quality is based on recent feedback, so a quiet week of good behaviour is what lifts it. There is no button that resets it.
  6. Then restart carefully. Resume with a small, engaged segment before your full list.

How to not get here

  • Collect real opt-in and keep a record of when and how it was given.
  • Honour STOP immediately. An automatic opt-out keeps people from blocking you.
  • Segment before you send. Relevance is the cheapest protection you have.
  • Send utility messages inside the 24-hour window, where they're free and always welcome.
  • Warm up a new number. Start small and build, rather than blasting 10,000 messages on day one.
  • Watch the trend, not the day. A rating sliding from green toward yellow is the warning; by the time it's red you've already lost a tier.
