You Only Pay for Delivered WhatsApp Messages: Meta's Per-Message Pricing Explained (2026)
Meta charges for each WhatsApp message it delivers — not for conversations, and never for messages that fail. Here is how per-message pricing works in 2026, with India rates and examples.
Since 1 July 2025, Meta charges for WhatsApp per message, not per conversation. And it charges only for messages that are delivered. If you still think of WhatsApp costs in "conversations", this is the post that brings you up to date.
The three rules
- You pay per delivered message. A message that fails, or never reaches the customer, costs nothing.
- The price depends on the message type (its category) and the customer's country.
- Some messages are free — see below.
The categories and India rates
| Message type | What it's for | India rate |
|---|---|---|
| Marketing template | Offers, announcements, re-engagement | ₹0.863 |
| Utility template | Order updates, reminders, account alerts | ₹0.115 |
| Authentication template | One-time passcodes | ₹0.115 |
| Reply (service message) | Your answers inside the 24-hour window | ₹0.115 after 1,000 free a month per number |
Meta's rates are quoted to three decimals (₹0.8631 is shown as ₹0.863). Some countries have a separate, higher rate for one-time codes sent by businesses based outside that country.
What is free
- Messages that are not delivered. Failed messages are never charged.
- The first 1,000 replies each month on each number — see Meta now charges for WhatsApp replies.
- Everything inside a free entry point window. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page button and you reply within 24 hours, every message for the next 72 hours is free.
- Calls customers make to you.
Two examples
A broadcast of 10,000 marketing messages. 9,600 are delivered, 400 fail. You pay for 9,600: 9,600 × ₹0.863 = ₹8,284.80. The 400 failed messages cost nothing.
Order updates. You send 5,000 utility templates in a month and all are delivered: 5,000 × ₹0.115 = ₹575. Since 1 October 2026, this is true even when the update goes out while the customer is chatting with you.
Templates can be re-categorised
Meta decides a template's category, and it can change it. A "utility" template that reads like a promotion can be billed as marketing. MotherBot uses the category Meta actually billed for each message, so your reports match Meta's bill.
How MotherBot counts your costs
- Your budget counts a message once it is delivered. Failed and undelivered messages are never added.
- Broadcast pages show two figures: what the broadcast will cost if every message is delivered, and what it has cost so far, counting only delivered messages.
- Message reports mark undelivered messages "Not delivered — not charged".
- The [WhatsApp pricing page](/whatsapp-pricing) has every rate and a cost calculator.
Meta bills these charges to the payment method on your own WhatsApp Business Account. MotherBot adds nothing on top. For the full picture of WhatsApp costs, see Is WhatsApp Business free? Real costs in India.
