WhatsApp Business App vs API: Which One Does Your Business Need?

The 256-contact broadcast rule, what the free app can't do, what the API costs, what you give up when you move, and how to migrate without losing anything.

Most businesses start on the free WhatsApp Business app, and most outgrow it in the same way: two people need to answer the same number, a broadcast reaches only a fraction of the list, and somebody is copying order numbers into a spreadsheet by hand.

The next step is the WhatsApp Business API. It is a genuinely different product, not a paid tier of the app. Here's what changes, what it costs, and how to tell which one you need.

The limitation that pushes most businesses over

On the app, a broadcast list reaches at most 256 people — and only those who have saved your number in their contacts. That second rule is the one nobody expects. Send a broadcast to 500 customers and it might reach 60, because the rest never saved you.

On the API there is no such rule. You message anyone who opted in, up to your messaging tier, which starts at 250 unique customers per day and scales to 2,000, 10,000, 100,000 and eventually unlimited as you send good-quality messages.

The other four walls you hit

  1. One person at a time. The app is built for one phone. Linked devices help a little, but there's no way to assign a chat, see who's replying, or stop two people answering the same customer.
  2. No integrations. Your orders are in Shopify and your leads in a CRM, and the app can't see either. Everything is retyped.
  3. Automation stops at away messages. You can't ask a customer for an order number, look it up and answer — every question needs a person.
  4. Nothing is measured. No delivery rates, no read rates, no idea which message drove sales.

What the API costs

Two separate bills:

  • Meta charges per delivered template message. In India that's roughly ₹0.86 for marketing and ₹0.12 for utility or authentication. Replies to customers inside the 24-hour window are free, and so are utility templates sent while that window is open.

What you give up

Worth knowing before you move:

  • The app's chat view is gone. You work in a platform's inbox instead. For most teams that's an upgrade, but it is a change.
  • You can't send free-form messages to cold contacts. Outside the 24-hour window you must use an approved template. This is the biggest adjustment for teams used to typing whatever they like.
  • One number, one place. A number can't be on the app and the API at the same time.
  • Migrating deletes chat history. Moving a number from the app to the API does not bring old conversations with it. Export anything you need first.

Which one do you need?

Stay on the app if: one person handles the messages, you have fewer than a couple of hundred customers, you don't broadcast much, and nothing else in your business needs to connect.

Move to the API if any of these are true:

  • More than one person needs to answer the same number.
  • Your broadcasts reach far fewer people than your list size.
  • You're copying data between WhatsApp and another system.
  • You want order updates, payment reminders or booking confirmations sent automatically.
  • You need to know what's working.

How to move

  1. Choose a platform. You reach the API through a provider.
  2. Pick your number. A brand-new number, or your existing one. If it's currently on the app, export any history you need — migration doesn't carry it over.
